Public construction budgets are won or lost in the contract language and cost modeling established before groundbreaking. We provide public sector leaders with rigorous fiscal defense and statutory procurement governance, ensuring public funds are maximized and protected from audit vulnerabilities.

  • From drafting solicitations to structuring objective evaluation matrices, we manage qualifications- and proposals-based selections under Texas Government Code Chapters 2254 and 2269—mitigating protest risks and securing high-performing project partners.

  • We align contracts with owner-protective provisions—including clear milestones, enforceable retainage, liquidated damages, and balanced dispute-resolution terms—to insulate public entities from unnecessary risk and downstream scope gaps.

  • By conducting parallel cost estimates, benchmarking line items against current regional market data, and challenging assumptions early, we strip out waste and constructability conflicts while safeguarding facility performance and lifecycle longevity.

  • We evaluate alternative project delivery models—including Construction Manager at Risk (CMAR), Competitive Sealed Proposals (CSP), and Design-Build—while leveraging approved purchasing cooperatives (such as BuyBoard, TIPS, and Sourcewell) to accelerate timelines and maximize pooled buying power.

Construction Oversight & Project Controls

Once construction begins, paper commitments are tested against physical reality. We maintain an active, principal-level presence on the job site to eliminate communication silos, protect the critical path, and ensure public capital is strictly accounted for down to the penny.

  • We deliver commanding, field-first leadership rather than managing from behind a desk. Our team performs regular on-site monitoring of materials, methods, and installations—verifying strict adherence to contract documents, facilitating weekly Owner-Architect-Contractor (OAC) governance, and actively enforcing safety and quality standards before work is covered up.

  • We transform the construction schedule from a static tracking chart into a dynamic, predictive engine. By conducting monthly critical-path audits, analyzing float consumption and logic sequencing, and tracking long-lead equipment procurement early, we identify bottlenecks in submittals or field work in time to implement actionable recovery plans.

  • Public funds demand forensic-level fiscal defense. We enforce an unyielding zero-tolerance policy for unwarranted change orders through a strict Proposed Change Order (PCO) workflow, audit trade contractor pricing and allowances line-by-line, and certify monthly pay applications only after verified, physical work in place has been confirmed against the Schedule of Values.

  • Serving as the central technical liaison, we coordinate with local building officials, municipal inspectors, utility providers, and independent third-party testing laboratories (soils, concrete, steel, and MEP systems). We log all testing reports and deficiencies into an audit-ready tracking system, ensuring non-conforming items are fully resolved prior to milestone sign-offs and final closeout.
